Fixed

• The in-process kernel used by Cratis.Chronicle.XUnit.Integration no longer runs its own commands through the application's Arc command extension points. A test host that loads Cratis.Arc.Chronicle no longer deadlocks on start-up, and an application with deny-by-default authorization no longer gets Command failed: Unauthorized from the kernel's internal appends. The application's own commands in that host still run through all of its filters, scopes and authorization. (#4449)
• The in-process kernel in Cratis.Chronicle.Testing now also ignores the application's fallback authorization evaluators, context values providers and response value handlers, and no longer runs the Chronicle client's Arc integration inside the kernel.
