Fixed
Replaying an observer while it is finishing a catch-up no longer drops the replay or returns an empty job id. The replay waits for the hand-over to complete, then starts, and Replay returns the id of the replay job that was actually started. This also covers automatic replays after a projection, reducer, reactor or webhook definition changes. (#4514)
Resuming a stopped replay job no longer stalls until the call times out. A resume from outside the observer waits until the observer has entered replay before it starts processing. It is refused while the observer is disconnected or quarantined, so the job stays stopped. (#4514)
Replay on projections, reactors and reducers documents that it returns no job id when the observer cannot replay from its current state (disconnected or quarantined). (#4514)
