Job steps for an observer that has been unsubscribed no longer fail activation in a loop.

Fixed

• A persisted partition job step whose observer was later unsubscribed or retired threw Argument type must be an interface while activating, so it failed and was retried continuously, flooding the kernel log and burning CPU. It now activates and reports the disconnection the job already handles.
