Changed

• release.md documents the release order and every place the Components major-version window is set.

Fixed

• Published Migrator packages refused to run with a stale-metadata error because their bundled compatibility manifest was still pinned to 4.0.0. Releases now bump every public package to the release version first, regenerate and verify all three compatibility manifests from those versions, and only then publish. A failure in any of those steps stops the release before the first package is published. (#232)
• The Migrator's version mismatch error now names both the package version and the manifest version, and says that the mismatch is a packaging defect. (#232)
• The post-publish registry check now also waits for @cratis/components.conformance.
