Release v4.71.0

The seven remaining Tier 2 domain blueprints of Part B 5, Phase 3, built the way the Orders blueprint is, each from the foundation set and held to the same definition of done.

• Every package: navigation, thumbnails, category Business / <Domain>, specifications for the definition of done of every template, the screen set, the application behaviour, every forced standard state, and the Chromium audit at desktop, tablet and phone widths in both themes with colour contrast.
• Docs blueprints/<domain>-blueprint.md, the table of contents and the index; the packages join the browser specifications of the JavaScript build; the root blueprintCatalog.json lists all fifteen domain blueprints.
