Release v4.117.0

Public events, translation direction, event-target projections and event-source captures are now admitted as ESM v9 (language and semantic 9.0), selected only by use.

• ESM v9 admits public event, event X from "store", direction inbound|outbound on Translate slices, projections and reducers that target a slice's public event, and source events captures; models using them bind and run instead of being refused with PLAY0268. Public and foreign imports stay refused. (part of #480) (part of #481) (part of #482) (part of #483) (part of #484)
• The reference evaluator publishes the slice's public event from private events, one instance per event source id, so specifications can say when append <private event> then <PublicEvent>.
• Canonical serialization and the full-esm-v9.json golden carry event visibility and origin, slice direction, event targets and the events source of a capture, with PublicEventsCorpus.V9 as the source-backed vector.
• Samples: Invoicing gains an outbound translation and Commerce an inbound one.

• Specifications that use when capture over an events source report a typed unsupported result in the reference evaluator.
• Documentation, the MCP syntax-schema description, the contract golden, the Monaco hover and completion wording and decision 0051 describe the v9 admission. Consumers must reject v9 documents until they support it.
