SemanticReactionSettlement lets a host that runs a model live settle event-triggered reactions after a command, with the same semantics as specifications: facts in append order, reactions in semantic-id order, from and where checks, productions before invocations, the declared runs as identity and the fact limit. The result is all-or-nothing. On acceptance it returns the settled world and only the facts the reactions appended, for the host to persist together with the command's facts. On a rejection, conflict or unsupported capability it returns the input world. Invoked commands run through the evaluator the host passes in, so host checks also apply to them.
