• SemanticExecutionPlan.Compile(model, selectedSlices) accepts an empty selection. It returns a plan that blocks only on application-level admission issues. Every slice issue is reported in UnselectedIssues, and the reference evaluator refuses execution that reaches those declarations. A scoped render whose slices were all removed no longer fails on unrelated slices. An unknown slice id is still refused. (#661)
