The semantic Host no longer stops a session when another writer appends to the event log; it commits each decision against those outside facts the way Screenplay's reference evaluator does.

• The semantic Host decides a command on the session world, then reads the facts other writers appended since and commits the decision against them. Only an outside fact the decision depends on turns the command into a concurrency conflict; unrelated outside facts are absorbed and the session continues. Refusals keep their outcome. A batch whose write loses the race is retried with the same decision only when its reactions invoked no commands. (#474)
