The Cratis renderer renders the specification of a command that is rejected by a concept rule on one of its own literal inputs even when the command a reaction invokes carries the same concept and message. The input fails while binding, before any event is appended, so no reaction can run. Such specifications were refused with STAGE-ESM-011 ("generated CommandScenario specifications do not settle reactions yet"). (part of #503)
