• A Stage host running the semantic engine can run the model's specifications on request with POST /stage/semantic/specifications/run, optionally limited to a list of semantic scopes. Each run uses fresh, isolated state in a separate SpecRunner process, which the Stage image now ships, so it never touches the live session's world or event store. Specifications Stage cannot run exactly come back as typed Unsupported results with the capability and the reason, never as passes. (part of #23)

• The semantic host's /stage/semantic/admission report lists specifications the run endpoint can execute as supported, instead of reporting every specification as unavailable. (part of #23)
