Release v4.83.0

The responsive application shell is now asserted in a browser against both a live Stage and a generated React application, and the one defect that found - the menu on a narrow window never opening - is fixed by taking Scene 4.22.1.

• The generated-React and live-custom-package browser scenarios assert the responsive shell (browser.responsive.*): at 1440px the navigation sits beside the content with no horizontal overflow; at 390px it is parked off the canvas, nothing overflows, the "Open the menu" toggle exists, pressing it brings the navigation into the window and the toggle then offers to close it. (part of #237)

• The Scene packages are pinned at 4.22.1 (from 4.21.0) in the Stage frontend, the Host and the generated frontend package set.

Fixed

• On a narrow window the menu toggle changed its label and the navigation never opened, in a live Stage and in a generated application alike. Scene's blueprint stylesheet parked the sidebar off-canvas with a rule the open state could not out-rank; Scene 4.22.1 fixes the rule, and the Stage frontend, the contracts and the pinned frontend package set of generated applications move to it.
