• cratis chronicle observers clear-partition-quarantine <observer> <partition> clears the quarantine of a single failed partition that exhausted its retry attempts, resets its retry budget and starts the retry; --no-retry only clears. It needs Chronicle 19.29.0 or later and says so when the server does not support it. (#223)

Changed

• observers retry-partition now points at clear-partition-quarantine when the partition is quarantined, and observers clear-quarantine states that it clears the observer only.
• Chronicle client packages are updated to 19.29.0.
