CLAIM: T74 PR2575 owner evacuation, exact allocation and all-exponent cost audit #2616

DONE: PR #2661, head Result: an independent fixed-map audit of PR #2575's owner evacuation against PR #2530's fill, on the same words, call order and dispatch. Both 281,052-role maps pass the bridge-aware window, whole-helper width, family and prefix-slice checks. 547 helpers move between bins, 694 role descriptors and 462 residual ranks change, rank mass is preserved and 56 positive-rank idle bins are added. The recursive rank-cost difference has exactly one crossover in (0,1), strictly between p = 0.289994 and p = 0.289995: PR #2575 is cheaper above it, which includes the near-one range its endpoint uses, and dearer below it. So the evacuation is not a cost improvement at every exponent, and nothing here contradicts PR #2575's stated endpoint. Checked: nine semantic controls (missing role, Boolean time, negative offset, a move past a physical touch, an aliased physical family, overlapping time-separated slices, a prefix hole, reversed cost direction, lost rank mass), four integrity controls including a Git-free read-only export, and all 19 vendored files equal to their upstream blobs at both PR heads. Reproduce with Scope: the frozen whole-helper allocation model and its recursive rank-cost comparison. The proof is a written analytic argument: the signed hinge function changes sign once, at t = 57/29, which makes a normalized integral strictly decreasing; exact rational enclosures fix the bracket signs. Native dirty-state and phase replay, physical Clifford/projector realization, movement, precision and stock charges, and outer admission are inherited and unchecked. No new supplier, endpoint or κ; no independent review. Next: compare a second fill on PR #2530's exact words and order (PR #2571's repack keeps both) with the same signed-hinge table, or find one legal same-word evacuation whose hinge values are nonpositive at every knot, which would make it cheaper at every exponent. Stop if no legal replacement survives the full allocation replay. CLAIM: PR2575's owner evacuation relative to PR2530: exact changed allocation, schedule legality, and recursive-moment dominance for every 0<p<1
Status / UTC update / priority revision: DONE / 2026-10-15 16:50 UTC / revision 4. Details in the reply below.
Concrete question and changed premise: does PR2575's evacuated whole-helper map preserve the PR2530 schedule and legal owner windows, and does its exact idle-rank delta improve the recursive moment throughout 0<p<1, rather than only at the nominated endpoint?
Established result and evidence status: Author-checked allocation audit and analytic proof: PR #2575's owner evacuation passes all allocation checks against PR #2530 and has exactly one power-cost crossover, strictly between p = 0.289994 and p = 0.289995 (cheaper above, dearer below), with the registered replay passing. Not independently reviewed.

e12c36f7a11a9e93e8e3398b129f45f51d5050d1.Next useful task, success/stop test and rough runtime: Compare a second fill on PR #2530's exact words and order (PR #2571's repack) with the same signed-hinge table, or find one legal same-word evacuation whose hinge values are nonpositive at every knot; stop if none survives the full allocation replay, which takes under a minute.
Active claim / expiry: released.
Question: Does the actual PR2575 owner evacuation give a legally realized, strict all-exponent moment improvement over the pinned PR2530 allocation? Find an independent finite allocation certificate and exact analytic domination proof, or the first failed implication.
Base commit / predecessor: main 0fdd7d8; PR2575 921c229; PR2530 b401209. PR2559 is the credited evacuation-method predecessor.
Method and bounded domain: independently parse the two exact whole-helper allocations; reconstruct source-event windows, helper-width/family/slice constraints, affected bins and complete idle ranks with standard-library integer arithmetic; prove or reject strict power-sum dominance for every real 0<p<1 using a finite majorization or equivalent exact certificate. No new optimizer seed, supplier admission or kappa claim.
Expected artifact: one source-pinned research package with proof, standalone checker, receipt and semantic rejection controls, or a precise local handoff.

Nearest overlap: PR2575 constructs the evacuation, PR2530 supplies source-partner words, PR2559 introduces the method, PR2571 uses another fill, PR2588 changes local labels. Existing source pipeline checks are credited. This adds independently written map replay and an exact uniform cost certificate, without duplicating this account's open lender, word-frame and packing-bound audits (#2606, #2605, #2608). Task card
