What and why
CryptOS-PKI repos were created outside project-template and never received the shared-governance sync, so their rules are stale. Adopt the current shared governance layer (hooks, community-health docs, PR/discussion templates, labels, release-drafter + gitleaks config, shared workflow suite) and replace the stale bug/chore/feature issue templates with 01-feature/02-bug.
Also fix the Taskfile license target (install golic + verify-only) and exclude .proto from golic (headers are hand-maintained; golic v0.2.0 does not round-trip the post-syntax block).
