Vendor the shared governance from project-template (hooks, community-health docs, PR/discussion templates, labels.yml, release-drafter + gitleaks config, shared workflow suite). Replace the stale bug/chore/feature issue templates with 01-feature/02-bug. Fix the Taskfile license target to install golic v0.2.0 and verify-only (--dry -x); exclude .proto from golic (hand-maintained headers). Closes #12
