Use TBB from vcpkg/system instead of downloading on Windows. This makes TBB a required dependency on all platforms.
- Add option to link static libstdc++/libgcc for GNU compilers - Use imported TBB::tbb target instead of raw tbb - Relocate Tracy option definition to options block
- Add reusable build-linux and build-windows workflows. - Replace release-build.yml with a release orchestrator for version detection, packaging, and GitHub releases. - Enable default features for sdl3 in vcpkg.json.
