First release. Pin the workflow and the tool to this commit:

Default conditions: Ubuntu 26.04 runners (ubuntu-latest moves from 2026-10-19, rollout to 2026-11-19), Python 3.15, the macOS 14 retirement on 2026-11-02 (static check) and Node 24 for JavaScript actions (report line). Experimental and opt-in: node-26-lts and canada-tz-2026-11-01. The README states how it was tested and its limits.
