New flag to generate chords for uppercase characters with shift

cargo run -- --generate-caps 4 ./configs/CoolHand.txt ./coolhand_v6_caps.cfg
Starts with a #, assuming Dido config

Adding 29 uppercase chords

Also adds more flags from the v6 global config to the v6 struct.
