Make MIKE+Py PEP 249 compliant

The idea is to implement PEP 249 in MIKE+Py: https://peps.python.org/pep-0249/

The main benefits of this approach is better interop with other python libraries. This would provide a familiar API to users, as well as 'free' features (hence a smaller, more maintainable codebase for MIKE+Py). Here is a short list of libraries we could interop with:
