Initial release infrastructure

Add README, LICENSE, and platform install scripts (install.sh for
macOS/Linux, install.ps1 for Windows). The install scripts fetch the
latest release binaries from this repo. Replaces the placeholder README
file. Source code is maintained in a separate private repository; only
built artifacts and the website are published here.
