Plan download page won't load

Please complete the following fields as applicable:

**Expected behaviour:**
When I click on the 'Download' tab for a plan, I should be taken to a page to download a PDF

**Actual behaviour:**
I see an error page.

**Steps to reproduce:**
Go to a plan's details page and click the "download" tab
