Obscure CPU polling introduced in 2.0.17

Windows 7 SP1, DNSCrypt v2.0.17 x64.

CPU is polled again and again and again, however my computer is idle.

Columns are executable name, PID, CPU, Private WS, I/O total rate.

Tried to turn on logging (query, nx), but logs are empty.
Setting pqdnscrypt to false does not help.
Upgrading to v2.0.18 does not help either.
So rolled back to v.2.0.16 where DNSCrypt sits quietly.

Any ideas why this happens?
