Windows GUI update for codex-provider-sync.

Highlights:

add transient lock-directory retry handling in the .NET GUI/core path on Windows
keep the existing GUI file rewrite path, which already avoids the CLI PowerShell-per-file bottleneck
include an updated self-contained CodexProviderSync.exe
