Implement build caching to improve performance when no file changes are detected.

Install using the dotnet CLI:

dotnet tool install -g dotnet-cs

Then invoke by passing a path or URI to a C# file:

cs hello.cs

cs https://raw.githubusercontent.com/DamianEdwards/csrun/refs/heads/main/samples/hello.cs

Or bring up a built-in code editor in the terminal and run from there:

cs --edit
