spawn-filenames.txt is written only on a clean shutdown, so its absence
on a first start is expected. The warning, now with its cause, is kept
for a file that exists but cannot be read. StorageService gains a
package-private constructor taking the storage directory so load() can
be tested against a temporary folder.
