Summary

  • apply safe-first compression across selected active runtime owners without changing the 18-file runtime install scope
  • sync master release surfaces plus active P100 TODO/phase/patch records to the current pre-release and post-install state
  • preserve triggers, taxonomies, decision flows, response contracts, owner-local operational behavior, and phase/task/worker linkage semantics across the touched merged owners

Validation

  • README Bash and PowerShell arrays match the same 18 active runtime files
  • preserve-mechanism review passed for the touched owner chains
  • runtime install copied the 18 active rules to ~/.claude/rules
  • 18/18 source/runtime parity and source/destination body sufficiency passed
  • git diff --check passed before commit
