Summary

  • add explicit active-doctrine precedence so older completed P104 wording cannot silently override the current P105 parent-model doctrine
  • harden routing and verification surfaces for chronology-aware authority selection
  • preserve the compact 18-rule runtime install scope and keep plugin surfaces out of release scope
