Summary

add goal-to-plan bridge doctrine so /goal stays the objective owner and /plan stays the route owner
refine execution, presentation, register, and wording owners so non-trivial governed goals may bridge into planning without making planning mandatory for every goal
update governed phase/patch/master surfaces and playground case 17 for the new objective-vs-route boundary
