  • Replaces the README Core Capabilities grid with a readable doctrine-grounded list.
  • Rewrites capability wording to explain active doctrine and current-state behavior directly rather than phase or release chronology.
  • Keeps Runtime Context Discipline front-page scoped instead of turning the README into a phase summary.
  • Promotes document-governance v1.10 to make README capability/current-state presentation explicitly front-page scoped and doctrine-grounded.
  • Preserves the 18-rule runtime install boundary and the non-runtime playground/ payload boundary.
