Summary

  • enforce /goal-first and Plan reference:-second ordering inside copied durable-plan-backed governed goal artifacts
  • preserve P135 plan-file-first authoring and route-only plan support boundaries
  • sync touched runtime owners, design docs, changelogs, README, TODO, phase, and patch surfaces for P136

Verification

  • git diff --check
  • runtime install/update verification with touched source/runtime parity + body sufficiency
  • push/update to master
  • tag and release verification for v10.44
