Summary

• Aligns the active installer architecture with the real 19-file runtime boundary.
• Corrects installer verification requirements to 19 active Rules, 19/19 source/runtime parity, and 19/19 body sufficiency.
• Keeps Bash and PowerShell manifests aligned to the same ordered 19-Rule set.
• Keeps all runtime Rule bodies and owner versions byte-identical to v10.54.
• No new phase child or patch artifact was needed for this bounded active-design correction.

• Checked active README/design/playground surfaces contain no remaining current-state 18-Rule or 18/18 contradiction.
• Bash and PowerShell manifests each define the same 19 runtime Rules.
