v10.58 — Strategic Design Completeness and Authority Convergence

Highlights

  • Adds proportional proactive completeness for non-trivial analysis and design while preserving evidence boundaries and user authority.
  • Requires completed migrations to converge to exactly one active authority with former material preserved only in execution-disconnected quarantine.
  • Moves installer quarantine outside active Rule discovery and preserves unknown, modified, unmatched, unrelated, and other-owner files.
  • Hardens Bash and PowerShell installers with duplicate/traversal/link checks, complete preflight, staged payload plus manifest replacement, and bounded rollback state.

Verification

  • Active Runtime Rule inventory remains 19.
  • Nine runtime/design/changelog triads advanced; the other ten runtime chains remain byte-identical.
  • Bash and PowerShell fixture matrices passed.
  • Candidate/canonical/root parity and body sufficiency passed 19/19 with exact manifest order and unrelated-file preservation.
  • Fresh public-clone verification reproduced the release checks.

Boundaries

  • Quarantine is preservation only: never active authority, automatic fallback, normal restoration input, or deletion authorization.
  • Commit-failure rollback is implementation-reviewed at candidate strength; fixture matrices do not claim injected commit-failure proof.
