v10.63 corrects the final Case 17 bounded-goal route-scope contradiction.

  • Keeps the selected queue-ordering and worker-lease plan/proof inside that slice.
  • Retains retry/backoff and status visibility only as deferred sibling notes outside current execution and proof.
  • Preserves candidate/advisory separation, goal-first rendering, alternative compact-in-goal versus /plan branches, helper subordination, and the no-actual-Plan reference: boundary.
  • Changes no Runtime Rule, design/per-rule changelog, installer, fixture, matrix, or coverage payload.
  • Passed section-bounded semantic checks, independent whole-file doctrine review, exact nine-path/mode/link checks, protected-byte checks, Bash/PowerShell fixtures, disposable install, canonical convergence, and explicitly requested two-pass root installation with 19/19 parity, unrelated-file preservation, no quarantine, and idempotence.

The release tag is immutable. Documentation closeout may advance master without moving the tag.
