Locks project development, governed source, commit input, and release input to the user- or project-selected Active Project Root.
Limits /tmp, worktrees, clean clones, and alternate checkouts to read-only evidence or disposable verification unless project authority explicitly selects another root.
Separates exact Runtime payload parity from full-project convergence and blocks closeout when relevant project state remains split or unexplained.
Advances authority-and-scope.md to 2.8 and document-integrity.md to 1.14 while preserving the exact ordered 19-Rule runtime inventory.
Adds Case 19 and M41-M45 for forbidden alternate development, root-only mutation, disposable evidence, blocked-root stop behavior, and mixed payload/project proof.
