Update 1.16.5-2.0.0

Not much changes on the front side.

-Reworked configs, split them into 3 categories: Gameplay, Effects, Penalties.
* Added block blacklist

-Removed some unused translations
-Removed the Mining Fatigue and Weakness penalties. (for now)

-Code optimizations and bugfixes.
* Fixed bugs when interacting with Banners, Mushrooms and Cobwebs.

-Update build.gradle
