Close #5286 by adding Cromwell-style pair test

I synthesized this with moderate badgering and a lot of mashing approve on increasingly misguided shell commands.

On the plus side this also adds a way to run one misbehaving WDL unit test, and Anthropic Claude somehow got the notion that serde_pair should now pass and it turned out to be right.

Changelog Entry

To be copied to the draft changelog by merger:

• Toil now knows that it accepts Cromwell-style Left/Right pairs as WDL inputs.
• src/toil/test/wdl/wdltoil_test.py::TestWDLConformance::test_single_unit_test test can be used to run any WDL unit test by setting environment variables.

Merger Checklist

• Make sure the PR passed tests, including the Gitlab tests, for the most recent commit in its branch.

• Merge with the Github "Squash and merge" feature.
