Remove TEST_OPTIMIZATION_API_KEY secret and set push_to_test_optimization to false while API key usage is transitioning to system-tests. Equivalent to DataDog/dd-trace-java#11043. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
