What Does This Do

This PR restricts the maximum supported version of Spring Boot to the 3.x release line. Excluded versions: 4.0.0-M1 and later (currently available as milestones and snapshots)

Motivation

Spring Boot 4.x has already published several milestone releases that introduce breaking changes. These incompatibilities currently cause our test suite to fail, and migrating requires further investigation to assess impact.
