What does this PR do? What is the motivation?

Related to issue ##28281. Two of the Further reading links in the Notebook docs were flagged for returning 404s. Upon review, it looks like the blog posts were moved. This PR updates the links to use the new URL directly.

Note: The blog post contains broken image links. I reached out to the Writing team to let them know.
