What does this PR do? What is the motivation?
Adds documentation for the new Bill Overview experience in Plan & Usage, which enters Limited Availability on March 24, 2026 (starting with ~10% of master orgs).
Changes:
bill_overview.md— full documentation for the Bill Overview UI (global filters, cost summary, daily cost breakdown, Trends tab, Product List tab, product detail page, permissions)_index.md: Renamed "Plan and Usage Settings" → "Plan & Usage"; added Bill Overview callout; fixed stale URL for link [2] (/account/billing→/organization-settings/) and fixed mailto typo on link [4]cost_details.md/usage_details.md: Added Bill Overview callout at top of each pagemain.en.yaml: Added Bill Overview to left nav under Plan & Usage (weight 1300, before Cost Details)Merge instructions
