What does this PR do? What is the motivation?
Adds a Rule editor subsection under Static Code Analysis on the VS Code extension docs page to document the new SAST rule editor feature shipped in the Datadog Extension for VS Code and Cursor.
The new section includes a screenshot of the rule editor, a high-level overview of the four-panel layout (Tree-sitter query editor, JavaScript rule panel, compliant/non-compliant test files, AST tree view), and a link to the SAST Custom Rules documentation.
