What does this PR do?
Instruct agents to avoid
x as usizekind of conversions.Motivation
They are lossy, may silently wrap around and cause unexpected issues down the line. They should be discouraged, especially in code that has unsafe, FFIs, and whatnot. I keep myself flagging those again and again during reviews, so making that clear from the beginning should make things smoother.
