Fixes browser-published video playback end to end: periodic keyframe
requests to WebRTC publishers, HLS declined for mounts whose audio the
MPEG-TS muxer cannot declare (the player uses WHEP instead), and an
HLS output that picks up a late-arriving /video sub-mount.

Also ships the systemd AF_NETLINK fix so WebRTC works under the deb and
rpm units.
