This complete the building damage on/off schedule and the avatar on/off
schedule. In order to make it work, I have to copy any missing settings
from DefaultServerSettings.ini to ServerSettings.ini, backup
DefaultServerSettings.ini and delete the original.  Otherwise the game
wants to overwrite the damage setting every time.  I have tested it
some, but will need further testing before Pulled for full release.
