Major Changes

• Python 3.12 is now the minimum version required
• uv is now only used for lockfile generation - it isn't used for installing packages
  • uv required subtly different logic for its install commands, for maintenance sanity this now just uses pip
  • pip is also bundled as a zipapp and updates at a much slower pace than uv so it is easier to keep it up to date
• pip zipapp download is updated to 26.0.1
