v0.2.0-beta.0 — Phase B test suite (beta)

First beta of the Phase B test suite. No behavioral change to any command — purely additive coverage.

Highlights

• 102 fixture-backed node:test tests covering every existing command (was 9 smoke tests in 0.1.0).
• 93.03 % line / 95.65 % function coverage on src/commands/* + src/draft.ts — well above the 80 % gate.
• CI now enforces the gate: new coverage job (Node 22 / ubuntu) joins the ci-pass aggregate.
• Each mutating test runs against a deep-cloned tmp copy of the fixture corpus — zero shared state.
