Build 131

• Login without VPN — censorship-resistant bootstrap reaches the backend even when the main domain is blocked.
• Fixed a Telegram-login hang and a free-key bootstrap issue on startup.
• Per-app split-tunnel bypass list now applied correctly.
• Smarter throttle detection (groundwork for automatic server-switch; no behavior change yet).
