Build 132 (updates over 131).

  • DWELL throttle-shadow telemetry now persists across app restarts and drains reliably once connectivity returns — fixes the case where a real throttle was detected but the would_fire event was lost because the heartbeat (its upload channel) is blocked under throttle. Improves anti-throttle diagnostics from RU networks.
  • Real app version+build reported to the backend (was a hardcoded placeholder) → telemetry can now be segmented by build.

Internal hardening only; no user-facing behavior change. Debug-signed, updates cleanly over build 131.
