Python 3.14 support

Bumping to update due to pyamdgpuinfo update.
Required for python 3.14 compatibility.

Add check for Utilization before starting polling

Added step to check that polling is running before updating values.
This will cause the first cycle to be skipped after a restart.

Conversion to Config-Flow

Initial release of Config-Flow.
Custom Wheel installation no longer necessary.
Can be installed with HACS as a custom repository, or manually installed.

Update Readme with custom wheel installation instructions

Small update to add instructions on custom wheel installation.
Hopefully this will be temporary and a Home Assistant will host this as a custom wheel for integrations.
